Promoting Generals, and Spys - two queeries

Hi All
Just bought NCP and I'm new to the system, not having played ACW or BOA and I need help on a couple of points. I have read the manual but I may have missed something, wouldn't be the first time !
Firstly exactly how do you promote a General ? In the Austerlitz scenario a division commander, Reynier, in St Cyrs corps is elligible for promotion, does this mean I can make him a corps commander ? If so how ? If I try to promote him the button is greyed out and tells me I must detach him, but even if I detach him from his division and have him completely on his own it still says the same.
Secondly on turn two a spy has appeared near Ulm, I can't find anything about spys in the manual, what do they do and how do I use them?
Sorry if I'm being a bit dense but any help would be appreciated.

I think the spy is, in fact, a scripted event, removing the fog if war. I haven't played Austerlitz yet, but in ACW there was a similar event for Lee's lost orders (the ones wrapped around three cigars which were found by chance by Union soldiers). :)

The spy event is, in my opinion, more of a flavor thing that an actual gameplay feature, but I think it has same effect on the fog of war, there are a couple of similar events in AACW.

On promoting leaders, one important thing is that you must do it the same turn they become elegible for promotion, otherwise you miss that oportunity. And the procedure for promoting a one star general is having him standing alone without units attached to him as you describe, but maybe you let a turn pass.

Thanks for the replys.

I thought I tried the promotion on turn one but maybeI misremember, anyway I'll try again sometime.
As for the spy, I sent him off to Wien and a couple of turns later I got the message " so and so has completed his mission" and I appear to be able to see what forces are in Wien, but that maybe a coincidence of F.O.W.
