Replacements

I undestand that replacements are made fairly randomly. However I have had units holed up in Jefferson in MO for a few turns (having taken heavy losses previously) but they are not being refilled despite buying several replacements each turn. How do replacements work and can you control to any degree where they are placed?

Unit posture has an effect, with passive having the best chance. Also need a depot, lvl 2 city, or a harbor.

I cannot see the map now. I understand the city is not without river AND besieged, because in this case you'll not receive replacements.
