Winter Months

What is the penalty for moving during the winter? Do you lose men from the conditions? I am assuming it is probably best to have everyone sit tight inside a city/fort as much as possible correct?

How severe is the penalty for walking around in the winter?

Best to sit tight unless you have to move in harsh or blizzard weather (not all winter weather is bad). The effects depend also on the civilisation level of the area, terrain type, transportation level etc. In poor weather you can lose cohesion and men. Best to set up a test game to try these things out.

It does not matter whether troops are inside or outside a city.

Good to know about the in or out.

I found out the hard way that the weather is a more dangerous foe than the CSA has been to me this entire war. Almost wiped out an entire Corps since I had to get back to shelter but had to go through mountains to get there. Add the harsh weather and snow and next thing I know 350ish power shows up with a power of 29 and entire elements wiped out.....ugh...

I thought it didn't matter if you were inside or outside a structure.

It doesn't matter regarding if a unit is hit or not, but it does matter how quick a unit recovers.

I conduct limited operations in mud conditions. You can sometimes take hits, and be aware that movement and resupply is far more difficult. However, it's not worth halting the entire Mississippi/Tennessee campaign just because of a little mud.

In the deep south there is mud in winter, but you seldom take any hits. Winter is a great time for the Union to launch amphibious invasions. The AoP should be in safe position to spare a division or two for amphibious operations, and replace them with the January draft. Ships in northern waters can take hits but this shouldn't be a problem. Fleets leaving port can get to warmer southern waters in a couple days.
