Trouble Creating Corps

I have an Army commanded by Johnston - The Army of Tennessee. With him are two 2 star generals, Bragg and Polk. However I am unable to create a Corps with either. They have plenty of troops to do so. I must be doing somthing wrong but I don't know what. I have tries several things so can anyone advise me on how Corps are formed?

Are Bragg and Polk active. Check the envelope on the side of the unit silver they are active and can form corp gold they are not and cannot.

You will need to remove the corps commanders from the army stack before you are allowed to create the new corps commanders. Once removed, the option to create a corps should be available. Unlike divisional commanders, I don't believe the corps commanders need to be active to create the corps.

The corps can be in the same region but just can't be in the same stack as the army commander.

Jagger is correct in all of his points including potential corps commanders do not need to be active to become corps commanders.
