How to end a rebellion?

I'm playing as France and I'm in 1860. There has been a rebellion ongoing for several years. I've already defeated all the rebels but, 20% of my population still supports the rebels (100% in Paris). Though I defeated their forces, I can't get my industries back to full efficiency. I've tried improving education, lowering taxes, banning child labour, and cracking down on demonstrations. How do I end the rebellion?

deploy units with high military police value to the affected provinces - both MP and cavalry are good.

but France has a lot of unrest till the fall of the Second Empire so its very hard to eliminate
