This was a great answer to my question!
I started maybe 20 Grand Campain games and played 1 - 4 turns trying to figure out my army setup, how to use Regional Decision cards, how the interface works, how replacement works, how new troops works. This a very complex game. I was bulding check lists so I would not forget to do important things.
I created all my check lists and thought I new what to do. So I started the Grand Campain to play. I was looking at my logs to see what was happening, making sure I was buying all the replacements I could, playing diplomacy cards, building depots, which of course could not be built because I was using up all my resources buying replacements. I got to July and had Austria on the ropes but decided my setup and Regional Card use could have been done a lot better so I decided to start a new game. But I wanted to see how the Diplomacy for Peace worked. So I stopped building replacements, looking at logs, and just moving the army around besiging Austrian Citys and killing any Austrian Corp that showed up. All over a sudden, I was building depots everywhere.
Of course, the answer is I was out of money and/or conscripts.
Lessons learned.
