Correct me if I am mistaken, but I do not think there is any tooltip that explains this. Nor is it mentioned in the manual.

Ah, I see. Maybe the tooltip only shows for the nation that is sending the treaty? Otherwise, I might just be missing it somehow. Thanks for the help!
