I tried to build a supply depot in an allied country and received the message I could not. I had a corps with two wagons. Can you only build depots in non allied countries? Also the message said I may not have the right units to build, what are the right units needed to build a depot?
I aslo made a peace offering to a country and will get paid 46% of 56 pounds I guess it is. Is that 46% of 56 pounds or 46% of 5600pounds?

No, you use theirs providing you have supply rights or foreign access, which gives supply rights.

You should be able to build your depot in a region without a structure of their though.
46% is 46% of the max they could have paid, and 56£ is probably what they will pay per year.
