Hoffman Event working?

Placed the event down last turn. This turn have the info about breaking the codes and Russian units locked down. Using the beta patch. I don't see the Russian units locked down nor lost 66% org. Am I missing something?
Is there a special trick to it?

Version? It locks Russians every time I've seen it used.

Interesting. I have used it twice in the beta patch and it worked. I am not sure if they locked but they did lose cohesion. It only works on Russians in East Prussia, FYI.

Checked with my opponent and no they are not locked nor did they loose the org. Strange. It should be active (the penalties) on the turn AFTER it is deployed/played by the CP player? Or did I miss it?

It's a Regional Decision, so the effects occur on the same turn it's played (the Regional Decision effect occurs before any movement/combat is resolved during the turn resolution phase). Basically, the strategy is to play the RGD, and plot your moves/attacks all on the same turn.
