when u have low money and try buy railroads or armories, u can do even without having money, the value of the money just disapear.

Yeah it happens, but money will be in a deficit next turn(until you earn enough to square it) or income will be lowered by the amount you overdrawed. Atleast thats how it worked for me...kinda like running a deficit.

Nope, i add all factories and didnt show up next turn as defict , just got the factories for free.
