Why don't you put for the late republican and imperial legions the testudo ability ? This ability could consist in a bonus against skirmishers in general (less damage received).

It is my understanding that the testudo formation was almost exclusively used for assaulting fortifications and not in the open field against skirmishers. I assume that the increased Roman ability to assault fortifications factors this in the calculations as well as other advantaged.
