Ranged & Assault X/Y values?

I understand Offensive and Defensive ratings.

What are the 2 values give to range and assault? Like 3/15 range and 3/20 assault. And how does it differ from Offensive?

the Offensive value determine the probability to hit, the Damage value determine the damage a unit does if it hits (strength/cohesion).

It's nice to know. At the same time, in most situations I have to just throw together whatever is at hand, so I wonder if I'll ever have to make a decision that comes down to using this information.
