Union 3* and Army Creation

The Union is blessed with a number of politically connected 3* slugs; passing these guys over for Army command incurs penalties and other problems. Just like RL.

One possible workaround is to create Army commands for some, but ones that become essentially rear-area commands. For example, creating an "Army" for Fremont in St. Louis, where he remains. It's possible to then create a "Corps" command with say, Grant, but then send him way away from Fremont.

I am sure there are problems with this, though; right?

--Is there a top limit to the number of Armies you can create?
--What is the penalty for a Corps to operate completely detached from an Army commander? In my example, what penalties would Grant have to carry around tethered to Fremont's army?

What are the limits to this? Just curious.

I don't foresee this being a problem for the Confederacy either, as the Sr. 3*s like PGT and the Johnstons are perfectly acceptable as Army commanders anyway

What I would like to know is how to get more corps commanders. Do I have to dismiss an army commandeer and then promote a corps commander to his position to open up an new corps position?? That still leaves me with the same number of corps commanders though....

Only 2* or 3* commanders can be used to command corps. If you want more corps commanders you must promote 1* to 2*. The only way to do this for a 1* is to fight battles and gain seniority (there is also a few historical events promoting 1* to 2*). It is preferable to win those battles but sometimes even a beaten leader may gain some seniority.
