If the leader and a unit are sole units in a stack there is no difference.
If you have a stack with unit and 2 leaders, there is a difference.
Here is why:
Leader of the stack gives every unit in the stack 5% combat bonus for every off/def rating he has. So for example Longstreet when on defence with def rating 6 gives 30% bonus to the stack.
Leader of a brigade gives 3% combat bonus for every off/def rating to a brigade he is attached to.
Leader cannot be brigade and stack commander at the same time (bonus wise), so if he is the only leader in the stack there should be no difference. If there is junior leader in the stack, he should command (be attached to brigade so he can give bonus to your brigade).
