Garrison stack problem

Came across a new issue regarding battles that may need attention. I had McDowell’s stack behind level 4 or 5 forts in the region around Pittsburgh attacked by Johnston’s Army and for some reason my garrison troops in the small stack with a defensive stance inside the city were committed at the beginning of the battle and completely wiped out.

After that McDowell’s troops fought and won the battle. I think whatever logic is supposed to protect the troops inside a city from a battle occurring in the region outside is somehow reversed and the city troops are getting hit first.

All my stacks in the region were set to defend and hold at all costs and I think they all had max fort levels. The troops inside had orders to bombard passing ships. At least I think they did as I always try and set all garrison stacks with artillery present on a coast or river to bombard passing ships, but the stack is dead so I can’t say for sure that setting was in place as I may have missed the stack when I set passing bombardments up for the map many turns ago. I’d say it’s a 95% chance they were set to bombard passing ships.
