Naval Guns

Do naval guns participate in infantry combat when a city or fort is attacked, or are they only good for defending against bombardment?

They can but get a penalty if I recall well. I remember that for BOA we set some parameters for that, telling which gun can fire, and at which efficiency against naval or land units.
