Playing as the US, how do you get regions away from the Indians? Is war the only way?

There is a peaceful way. You need to develop them into protectorates, then into colonies. You have various colonial options (like sending merchants, schools, etc.) which will increase your CP (colonial penentration). Once that is high enough, you can declare a protectorate of an area. At that point, you start gaining military control of the regions in the "colony". It is the same process as used by other powers in the rest of the world.
