Inflation Question

Playing as France, winter 1862. Getting ready to dive into the Mexican crisis, economy rolling along nicely with capital never less than Pounds 2100 and money over $3000. Last year received an Economic Sunrise event that was supposed to reduce inflation (then 0%) but in fact increased it to 1%. Early Feb 1862, received another Economic Sunrise and inflation has increased to 2%.

Not included a save since I'm not certain there is anything actually wrong or that I'm seeing a bug, rather that I'm missing something or there is some economic factor that I have overlooked.

Have no inflation reducing options on the economy screen (F4) so that solution is out. None of the suggestions in the 1.02 Manual are applicable.

Why am I getting inflation?

What can I do about it?

Where are these Economic Sunrise events kept?
