Exploration Parties

I'm sure someone has asked this before, but I cannot find it...how does one get an Exploration Party if the presiquite is always, "have party in an adjecent region?" How does one start? My game keeps telling me, "not enough elements with the correct attribute."

You need to recruit an exploration party just like other military units, then move it next to the area you wish to explore.

But what the game is saying sounds as if I cannot have an exploration party unless I have an exploration party, or someone else has an exploration party in the next region.

You need to build an exploration party from the unit build menu. Then send it to an area that needs exploring. Then play the explorer decision in any region next to the one that the exploration party is in.
