Building Transports

I have a rather vexing problem that I can't seem to figure out.

I am trying to build some transport ships, I am playing the grand campaign game as the UK and going to the build option for ships, I can build the big battleships, or frigates, but the option to build transports does not exist.

What am I missing?

1.)

there are filters which could be responsible that you cant see all available ships you could build.

dis-select all filters

2.)

there is a problem with "walking" back and forth the line of available troops/ships coming from the player mostly:

a) scrolling does not work satisfyingly
b) the right/left buttons show you the next in line available forces, but you have to select them by clicking on them manually.

so, by false expectations on the mechanism, it was a common problem that players just dont find it in the place they thought it would be

3.)

the values of your government determine the number of troops you can actually build of every type.
if you have many of them but a low governmental value, the icon for troops may disappear until you suffer total losses or get a new leader...

technologies increase the numbers either

Yeah I kinda figured that something with the government might affect this. But this is the UK and this is the very first part of the campaign game.

I went back per your suggestion, and checked to see if I was missing something in the scroll list, I'm not, the option to build transports, just is NOT there. I have the filter button pushed in to show naval units only, that IS where you would find them yes?

As far as the government is concerned, how would I know what affect my government is having on whether or not I can build these vessels?

Hopefully this isn't some hidden convoluted super secret calculation that's done behind the scenes that we never get to see.

not necessarily. for instance by selecting infantry only you might get problems to get support units and expeditionary troops.
though i supposed if you disselect all filters and run through it, problem could be gone.

since UK has a strong fleet you can just run into bottle-necks even in the beginning

for the governmental values, from the manual:

"• Imperialism: Modifies your Force Pool, Unit Cohesion recovery, and ability to forge plausible casus belli
(must be 5 to do so). For example, if you have a 9 in Imperialism and max allowance of 8 infantry Corps,
then you’ll ultimately be able to raise 10 infantry Corps at one time (8 * 1.2 = 10).
• Administration: Modifies the initial cost and output efficiency of production structures – although good
transportation (such as railway development) is a key factor in productivity.
• Diplomacy: Modifies the number of Diplomats you receive every 6 months. Diplomats are expended
