Where is my Income Tax research ?

I was playing with the French version of the game and i was developing the technology "Income tax " to heavily tax these bastards on their incomes. I switched to English version of the game and guess what, I can't find anymore the income tax research item in F7. What's going on ? Am I getting blind ?

It seems this is reasonable.
After all, the French are much better known for screwing their people with taxes than the Americans
