Army-by-Army and activating non-attached Corps

Playing the Serbian scenario in strict army-by-army option, I never could activate nor move A-H's "Bosnia Force" with its two Corps. The option was always grayed out, so it was paralyzed in Sarajevo.

Should I attach it to the VI Austrian Army so it becomes possible to move it? Or am I missing something?

If it is unassigned (can't remember right now), than it is best to assign it, yes.

Unassigned stacks activate with the very last activated army of you.
