River Crossing

If one is moving from a region like #370 Danbridge into #369 Cook or
#371 Spotsylvania across a river that does not span the entire length of the
border between the regions is one considered to be crossing the river or not
for combat calculation?

I realised I could test this myself. It seems that if a river only partially spans
a border it is still considered for combat.
