Gunboats Blocking Movement

I've searched the forum but am still not clear about gunboats - does a single gunboat in a river section block movement across the river (where the enemy have no gunboats, forts etc)?

Sometimes they seem to work, other times enemy forces ranging from single units to small divisions cross the gunboat patrol line without apparent problems.

each combat ship element on a river zone gives a 23% chance of blocking the enemy movement across, up to a 90% chance with four elements.
So luck is important here
Even with the river completely patrolled the enemy units can slip by 10% of the times.
Check the updates document on your installation folder to know more about this change and lots of other things added on the patches.
