This is a minor problem, long ago reported... Still wandering around.
USA attacks Kentucky (around turn 12) ->
The attack includes Clarksburg. The militia was OUT of the city, and achieves to fly to the nearby area.
However, the turn starts with the militia LOCKED for several turns (3 I believe), and this is the last turn, survived with just 1 hit remaining.
