Promotable leaders no longer promotoble after a turn?

Why is this? Sometimes one might want to keep him as a subordinate till needed. and then you have the added effect of angering them when you promote someone else because you missed their 15 day window of opportunity.

I guess we just have to remember that it's a game sometimes and it's not real. I suppose that mechanic has some gamey function in the developer's mind, unbeknownst. It just is frustrating when you forget to hit the promote button, and several turns later you desperately need an extra 2. I guess if you wanted to frame it in some real sense you could say that you simply are not completely in charge of promotions..; the army generals (you talk to in your dreams) are, just like the battles. And, again, it's just a game. It's not real! (at least the army generals say so) :)

If they've earned a promotion, they lose one seniority point per turn. If they've earned a promotion with some seniority to spare, you can wait.
