it would be great to gain the elite ability when a normal brigade performed great on game. Like a plus on the current experience stars system.

I think we're going in the wrong direction for elite outfits. Any unit should NOT be able to gain elite status. Can you imagine a brigade full of conscript regiments eventually becoming elite? Only volunteer units, and regular units to some extent, should be able to become elite.
Elite units represent men with exceptionally high moral and a will to fight both for the enlisted men, field officers, and the general officer. All units just did not have these characteristics.
What all units do have in common is the ability to learn. After fighting units can become experienced. They know what it's like to hear a bullet whiz by or rip through flesh. They learn how to quickly load, aim, and fire, under enemy fire, effectively. They become veterans and they learn earn this trait in battle.
Morale and leadership is key. If, during good times, a veteran unit has high moral an elite unit would exceptionally high moral. On the other hand, if the war is going badly, even veteran units may become dispirited. The same is true for elite outfits. An elite force would have become dispirited albeit to a lesser extent because of their passion, will to fight, and zealous leaders.
Not all veterans can be designated as elite.
