Mmmhh... I think I should spend some time investigating about this no-move issue, as this could explain the loss of synch in the old PBEM mode...

You say that Austrians didn't move... to Belgrade, right? So I guess the cause could be the passing of Danube, large river that makes a die is rolled to check additional losses and successful crossing. If the random seed is not synched before that roll, this explains the bug!
