At the beginning i was told that it COULD have been delivered to all the CSA coastal defenses which start depleted but i didnt' really get down to investigate there.
*IF* there are missing elements or numbers in the coastal defenses of CSA then the chit will always be expended if not, then it's expended for that captured gun, which can't be refilled, so it's a wasted chit.
Now considering how much the hvy arty replacement costs, whatever the answer to this little quiz, i think for CSA is a low priority investment if not a suicidal one.
If you go and compare the cost of a new hvy gun and that replacement you'll see by yourself : worth buying anew or try to send a replacement?

GShock the CSA has a TON of heavy artillery units on his dozen of forts that beginning the game very depleted. The Heavy Arty replacements goes towards refilling all this coastal arty.
In fact, this coastal arty usually needs several heavy arty replacements to get at 100%.
There is no mystery here... is pretty evident.
It has no relation at all to the Sumter captured battery. It will not fill out because of an engine limitation... and of course will not spend any replacements.
It will be nice for captured units to be able to refill, but in IMHO, its not that big deal...
