A question about VP

Hi folks, just played the ToryIndian scenario and I am confused about why the Brit scenario instructions say that you should maintain control of Oswego as one of the conditions to win the game, but Oswego is not an objective or a strategic town. Also the "rebel" scenario instructions don't even mention Oswego as an important location. Shouldn't the rebel player be
told that Oswego is an important target? Why is it not an objective?
