About reinforcements

In the manual it is stated that each state has a limit on the number of troops that it can field.

Is this number a cap of the total number of troops fielded (as in the total number of conscripts?). Or is this a cap by unit type?

Or stated different: if I buy lots of militia in NY, does that lower the number of regular infantry/cavalery and artillery that I can buy there?

It's a cap by unit type.

I think its by unit type. I'm pretty sure about it.
One very interesting related tip is to merge two militias of the same state together.
This way the new two milita brigade will count as only one milita unit for the cap and this state will recover one of his militia slots and you will be able to recruit another one. :sourcil:
Also i "think" that when one milita upgrades to conscript you will recover another that milita slot for that state.

So what if I merge two militia from different states? Time to do some experimenting...

as far as i remember merging 2 militia didn't free a militia point but when a militia upgrade it will free a militia point...and this is frequent enough to allow you to recruit militia during the whole game...
the state cap is per unit type and may evolve, either by scripted events or by improving the loyalty or the industrialization... (this is not sure)

Depends on which one you merge them into. The one that has its name displayed in the unit panel counts towards the cap. The other is freed up. So it is generally better to merge a militia from Kentucky into one from Maine than the other way around.
