I think there was a way to avoid cicling garrison units, but I can´t find it, anyone help me?

Press 's' I think to stop this for a particular stack (you should notice the little envelope disappear from the icon). This will only come back if you press 's' again or the unit comes into contact with the enemy.

Use 'Ctrl+F1' to filter the map for non-static units. Then you can use the 'r' key to cycle through them.

Ctrl + E,R,T, and Y let you cycle through unfixed units without the map filtering
