Question regarding seige of Washington DC

As the CSA, I have surrounded Washington DC, having captured all of the provinces in Maryland and Virginia that abut the city. Also, I have blocked the Potomac River with four iron clads.

My blockade has been on going since the fall of 1862 and it is now spring of 1863. I anticipate attacking the city with Beauregard's and Lee's two armies shortly. The city is garrisoned by a very large Union army.

My question revolves around the supply phase of this game. Since I have had control of the surrounding provinces to Washington, DC and have blockaded the Potomac river, will this have a negative impact in the upcoming battle? Will the Union forces have suffered any out of supply penalty over the past winter?

Units lacking general supply will start taking hits and lose cohesion. They also incur a moderate combat penalty. Units lacking ammunition will incur a severe combat penalty.

Note that Washington will be producing some supply (mostly general, but also some ammunition), so you might not be seeing so drastic effects of out-of-supply as you might expect there.
