Forts Firing on Blockading Ships

Do blockade squadrons count as "passing ships" for forts engaging them, so they get shot at every turn if seeking to blockade? Are there nuances to how this works?

If you stop in the region they don't fire. Only if you are passing through. I also think they turns forts firing at passing ships off and turned on strait block, which means only at a few spots on the map will forts fire and only if you are passing through.
