How to reinstall without losing settings or saves?

Other than putting the game in Programs under "WON" the install was to defaults, so wherever the game sticks the saves and settings should be usual.

I'm getting some weird behavior such as allied French units appearing and then my Spanish ones turn blue when I try to move them, and also newly built units getting Fixed forever so they can't be moved nor disbanded. This may have to do with dragging them into a garrison tab, which should not affect their status).

A reinstall and reupdates is worth a try.
