Kentucky

Is there a special, neutral, status for Kentucky at the start of the GC (like in AACW) or is
it treated as any other state? Same for Missouri.......

Yes, Kentucky starts neutral and can then join either side from player actions or an event. Missouri starts as part of the Union.
