"Unit XY has been moved to..." - Why?

My question is:

Why are units sometimes moved to other regions? The message unfortunately does not explain the reason why this happens and I don't know, either.

If a unit is in a region without structure and the weather is Blizzard, it is moved to another region.

the same mechanism that moves units out of a blizzard region also keeps units from moving into blizzard regions. If you've ever wondered why a 17 day trip from New York to Ohio is suddenly a 38 day trip, that's why.
