How does this work? I've had it come up for signature several times already on the Politics screen --- signed off on it every time --- and I've yet to see any effects. Is it supposed to increase my conscript companies the next turn?
I don't understand this, I have won and lost battles were POW's have be taken. I'm north, it says CSA 1200, do I have them or the south? And no exchange's ever.

Hmmm, that's a possibility I hadn't considered.
Would be nice if after choosing to repatriate POW's you recieved a mailbox message stating "X amount of POW's returned", or "The USA doesn't agree to exchange, you recieve nothing". Some kind of feedback, either way, would be nice.
the AI can choose it, but not often. If the other side accepts, you get a message, if not you have to wait. As you can expect, the exchange can only proceed if both side are ok

The manual says you receive a small VP or NM bonus when an exchange is done. However, when signing the exchange order (on the first turn it is available), I immediately show on my planned balance sheet a negative balance of 1 NM and 50 VP. Yes, thats -1 NM and -50 VP just for signing the exchange order. Is this correct?
edit: NM, answered my own question... I guess its a "negative negative" so it looks like it really is an increase... just a bit confusing when you first see it.
