Siege in First Punic War

Playing as Carthage, it seems really hard to breach city forts.
I know there is no siege weapons, perhaps may I blockade city port ? Or the only way of resolution is on the land ?

AFAIK, Port Blockade does not help to make breaches.

But Port Blockade does prevent city to be supplied so it raises the probability to make the city surrender.

As a rule of thumb it's quite impossible for a city to surrender in BOR if not Blockaded by sea, if there is a port.
