Victory points versus prestige points question followed by random observations

I am guessing those are the same things?

Here's why I ask:

I have acquired a large number of native levies, war bands, etc in SE Asia not equipped with rifled firearms. It is hard to tell how much they are costing me in upkeep. If they are no-cost, then I will just pile them up somewhere. If they are costing me, I would like to delete them.

BTW, I am playing as the US and found it quite easy to grab most of SE Asia but for taking my eye off the ball and fumbling Cambodia during our Civil War. Still, I have Burma, Laos, Annam, Tonkin, and have spoiled Cochin and Cambodia for the Frenchies.

I thought that perhaps tea, silk, and opium would assuage the militants in the country. They didn't. But as it turns out, the rest of the country is perfectly happy to move along even if the South and certain northern industrial centers are suffering paroxysms of violence and generally running wild in the streets.

We shall see if the South settles down a bit with the end of reconstruction. And really, it should trigger a further demobilization of troops created by Partial Mobilization during the Civil War. I have a much larger than historical army aside from my non-historical adventures.

in general don't underestimate the value of those levies. They often have wonderfully high detection ratings so are great, teamed with colonial units, for finding and whacking rebels. Spread them around your colonies and you'll come to really appreciate what they add to your armies. They are also good for taking military control in poor/high attrition terrain where regulars will suffer massive cohesion losses

Now, as I was saying, I mean I have a whole lot of Native levys, and I can't say that I have ever had much trouble with rebels that would justify keeping all of the them around if the guys with swords, pole arms, and bows cost as much as the guys with rifles.

I am sorely tempted to use them if there is no benefit to deleting them. I just happen to have a casus belli against France that would allow me to evict them from SE Asia altogether, and perhaps the Western hemisphere as well.

And then there is Spain. I should have my first early BB's around January of 1879. Those levys could come in handy in the Philippines.
