Suez Canal has gone missing

In my current GC I modded the basic decision to build the Suez Canal to Italy as France no longer had the card and it made sense, given how my game was progressing, for it to be an Italian concern in any case.

I'm currently at war with the Ottomans, but I got this message:

and when I checked, the Canal decision is back in my options (but I can't play it again):

at worst I can write a script for it to appear in 1882 but I wonder if this is due to the Egyptian CP going over 101 in Suez? That is the only odd thing I can see about the province that might have triggered both the loss of the decision and the inability to replace it

There is definitely something wrong with the canals, Pocus, in our own game the canal is there (we rescripted it in), but not working anymore. Perhaps for the next patch:

a) see why come canals work even if not built yet (Kiel canal)
b) make the canals indestructible structures
c) make sure once they appear they work for all or they work for none... the decision should be taken by the owner of the canal (say France for Suez) which can switch it to ON and OFF according to the "lightning button" on the structure

I know I'm late in this canal problem. Can you send me the current game turn with Kiel working even if not existing, and the reverse, a canal not working even if it should?
