Can't see new "degrade relations feature"?

Hi,

Haven't played this game in about 6 months and just patched to 1.03 and I've noticed
a MASSIVE improvement in the gameplay since I last had a go at it. So thanks, guys.

Started a new game as France but I can't see the new "degrade relations" option in the diplomacy screen.

Are there additional requirements to get this (i.e. tech/national attributes/events) or is this not normal?

MinDiplomacy = 3
MinAdministration = 0

You can see one with a new GC, GBR toward FRA
