German/Prussian Leader Quotas

In the game's database you have quotas for military leaders for Prussia and Germany.

Since the game doesn't update these on its own by a certain date (you may need to add this functionality through events in the future) we do this manually in our MP game. However, we have some discussions now if we need to update our GERman's player leader quotas to the 1860's Prussian or German values... we don't know which of the two are the most correct since the player has currently formed the North German Confederation. He's not Prussia anymore, but he's not German Empire either.

I had suggested to give them the German quotas anyway because the size of GER in our game is already more like the Empire than original Prussia (it has even conquered Lorraine and Alsace by the late 50s). Since you give quotas for 1850 Germany as well (something impossible through events), I wonder what the developers implied here.

So... should we consider NGF to be more Prussia or Germany? Don't argue with me historically, I know that even the Empire was Prussia's pet project, we need to know from a game balance point of view. As I see it: GER in our game is too big now to have only Prussia's quotas.

What do the game designers think?

We are working on a generic event to make sure quotas are here for everyone...NGF will be "assimilated" as a Major Power, so should get Prussian quotas...

Do not want to go against the game designer. But we have an anomaly (well, not exactly, simply bad luck for our Prussian player) in our MP that the "good" Franco-Prussian War German Generals with the fancy stats haven't spawned yet. This is what Wikipedia says about the NGF:

The North German Confederation (German: Norddeutscher Bund) was a federation of 22 independent states of northern Germany, with nearly 30 million inhabitants. It was the first German modern nation state and the basis for the later German Empire (1870/1871), when several south German states such as Bavaria joined. According to modern scholars the Confederation and the Empire are identical as a state, although technically the Empire was a new foundation.

If the Confederation and the Empire are almost identical (especially in size and population), shouldn't we revert to GER quotas right away? After all, as NGF assimilates PRU, GER should assimilate NGF. But GER is closer to NGF than NGF would ever be to PRU.

However, a more centralized empire has more ability to raise forces when desired than a confederation of the same size.

The Empire had few things changed other than the addition of the Southern States. It was always Prussia under the hood.

But the other states were real, with their own armies and then formations. The question was answered - Prussia just needs to form the Empire to get its benefits. Easy enough. Just like Japan needs zen-like infinite patience before it can use its pent-up capabilities.

Consider countries that need more development work.

Even under the Empire were real. In essence, few technical things changed, but all was functioning as the North German Federation under the Prussian hegemony.

Are you responding me game-wise? Both GER and NGF still incorporate the smaller minors, the quotas are probably already reached or surpassed if they are considered global for the nation (which they should).
