I've got update "n" and been trying for quite a while to increase loyalty in several ereas. I'm trying to build cities in strategic ereas (ive made post on it too) but for immigrants i need 15%. recently ive been giving my max in region aar of south africa. it wont go higher than 13%, Im using telecomunications (railroads empedes roads) any help?

Some colonial actions increase loyalty.

Please make sure that your troops are present and in force. Game counts MP(military points) and CP (colonial penetration) as both being important. Good luck!
