Army Numbers

I was curious...is there a new Army limit in 1.15? I've noticed (playing as the Confederates) I've got three and now I can't use my 4th one. And I can't recreate an Army or switch Army leaders (this happens just as I get Lee to use). Is this an error or am I missing something?

I think he also has to be active. I'm not sure on that one though.

I am aware of how Armies work >.< I've played since '08, never had this issue. I'm going to replay through the scenario (July w/Kentucky) and see if it repeats. Never had this issue before. If it repeats I'll post up my save game.
