City names?

I noticed that some city names are writen in black while others are in white. Whats the difference? I cant find anything in the manual.

The cities with names in white font (usually on a different [darker/brighter] colour background) are Strategic Cities... those you control earn you VP every turn, and also contribute to gaining Engagment Points.

Some have a star symbol next to them: they are in addition scenario objectives (extra VP / EP gains/loss, especially upon capture)

See Section 3 of the game manual (but I agree with you this font question should be more precisely described ;) )
