HELP me, veterans! Money, movement

If the top of the screen reads "+197" for money, don't I get 197 every turn? Because the last couple of turns it has been 40-something, 50-something, then back to 140-something. No big conquests on either side. What is happening? How to fix it? (How to make even more money?) I need to know BECAUSE

My forces always get outmaneuvered by the AI. (What is her name?) I have more troops in Fredericksburg and just north than the Rebs. But they dance around me and into the Shenandoah. What to do? If I could make more troops, I could be a realistic CW general and learn while losing soldiers... .

Help me! I hate wasting soldiers!!!!

There are many possible explanations. Can you provide a little more information? For example, if you purchase units, that is subtracted from the amount you receive per turn. Industrialization removes money per turn. Specific events removes money. It could be any of these or all of them plus more.
Remember - The beatings will continue until morale improves.

Early December 1962: the box up top reads: 190 (+259). The planned balance is $276k, 1561 companies, 4778 tons. I buy $195k of units, no promotions or new divisions. Shouldn't buying $195k worth of units be impossible with only $190k?

Late December 1962: the box up top reads: 103 (+259). The planned balance is $104k, 1580 companies, 4997 tons. I buy $85k of replacements, $20k worth of trains, $10k worth of river transport, no promotions or new divisions. Again, don't I only have $104k but spent $135k? Shouldn't I have been negative going into this turn?

Early January 1963: the box up top reads: 316 (+259). The planned balance is $404k, 1646 companies, 5368 tons. I buy nothing, no promotions or new divisions. I like the $316k but where did it come from?

Late January 1963: the box up top says I now have $434 (+260).

I don't understand how these numbers work.
