Austria-Hungary Peace Proposal

I'm about to finish my first campaign as the Entente and i'm in the middle of 1918. I haven't been able to send a peace proposal to Austria-Hungary. I know you can only do it once during the winter interphase and the manual says you need to have at least one Austro-Hungarian city to send a proposal, but the option is always grayed out; it says the conditions are not met. Can anyone tell me what those conditions are?

In theory the only conditions concern the time: Winter Interphase 1914+

I will investigate on the reasons why it's grayed out.

Edit: have you checked if you was exceeding the max number of pol. choices per nation?

Ok, there was a stupid mistake in the check of the season...

The Nov-Dec. turn was not considered winter!
Now it's considered as both winter (December) and autumn (November).
