Map bug?

Playing as the Union, full campaign, version 1.13a. I had captured Norfolk and had a mixed squadron of frigates and steam frigates in port. The Rebs recaptured the city but instead of my fleet ending up out at sea (or captured), it ended up in Edenton, in the Elizabeth City province to the south, which was still under my control.

The problem is that now my fleet appears to be stuck in the harbor. The water body adjacent is Albermarle Sound, which is listed as "shallow." When I try to move my fleet out it won't move. It appears that the "shallow" water is incompatible with my frigates/steam frigates.

Seems like a bug to me and that I'm screwed, but am I missing something?

I used to live in Elizabeth City. Believe me, you don't want your fleet to get stuck there.

How do I provide a save game to Pocus? I'm continuing the game so the fleet is still stuck there.
