I was wondering how to set up a pbem game ??

It's in the user guide. Just start a game like normal, make sure the parameters are set the way you want to. Do all your moves like normal,save, but do not process the turn. Then just find the saves folder, zip up your opponent's .trn file and send it to them. They send back an .ord file, you place in the appropriate folder and executethe turn. Wash and repeat.

Does the hosting player HAVE to execute the orders before sending the trn file? In the manual it states that the orders for both sides should be issued after the trn file is sent? Can it be done either way?

You need the trn-file to be able to place the orders for that turn. The trn-file contains information about the state of things directly after turn execution

So, the answer is, that the host player can issue his orders either before OR after the trn file is sent to the opponent?

Yes, as soon as the host player has resolved a given turn, he can start placing orders for the next, independently of whether or not he has sent the enemy's trn-file to his opponent.
